Maybe it's because when the female character runs out of energy to fight, she can just distract her enemies with her armor.
I feature only the skimpiest 15k female armors for each class. There are actually other armors that are less revealing but give just the exact amount of protection as the ones shown in the pics, so I believe these are somehow more magical. From left: Warrior, Ranger, Elementalist, Mesmer, Monk and Necromancer.

I never understood the habit of dressing up women in fantasy settings with skimpy armor. I even wrote a treatise about it once, I think.
Like you said, there's probably some magic-based explanation for the effectivity of the equipment... or, well... something.
I don't suppose that there's any game or setting out there that actually puts women in full suits of armor, or anything like that?
I already mentioned that there are less revealing armors :) so if you just explore the links you'll find full suits of armor.

Skimpy armors
True, my ranger/warrior Dawn Andrea Stone wears half and half of the amazonian druid set. Still she looks cool. :-)
